PM Modi assures Bill Gates that India will spearhead the 4th Industrial Revolution with AI being a crucial component.

During a discussion with PM Modi, Bill Gates noted the continuous enhancement and enrichment of India's Digital Public Infrastructure. PM Modi highlighted the significant promise of AI in India and the overall contribution of technology to the improved living standards of Indian residents.

During a discussion with Bill Gates about India's technological revolution, Prime Minister Modi explained to Gates that India's development was hampered during the first and second industrial revolutions due to British colonial rule. Nonetheless, Modi is confident that India will compensate for this in the forthcoming fourth industrial revolution.

In the past, during the initial two industrial revolutions, our progress was hampered due to our colonial status. Currently, as we are in the throes of a fourth industrial revolution, digital technology is central to this evolution. I strongly believe that this revolution will greatly benefit India," stated the Prime Minister. He also mentioned that India has the capability to spearhead this fourth revolution.

Prime Minister Modi detailed the ways in which AI has been utilized in multiple areas of governance and societal aspects in India. He referred to instances from the 2023 G20 Summit and projects such as the NaMo App. He also pointed out how AI had been employed at the G20 summit to convert his speeches and messages into several languages. "A tool like ChatGPT should be harnessed for continuous self-improvement," he stated.

Gates praised the continuous enhancement and enrichment of India's Digital Public Infrastructure. He noted that many are aware of the Aadhar identity system and the UPI digital payment systems. The government has also successfully digitized all payment programs, which not only saved significant funds but also increased accessibility. In the subsequent phase, India diversified its digital efforts, aiding farmers with easy access to advice and knowledge, maintaining health records, and offering online tutoring for children. Gates believes we are now at a crossroads where the progress in AI, layered on top of these existing systems, will further increase their value.

In a humorous exchange, Prime Minister Modi explained to Bill Gates that AI is deeply embedded in India, so much so that even infants are immersed in it. He amusingly commented that in India, the term for 'mother' is 'Aai'. He then quipped that newborns today are so advanced that they not only say 'Aai' but also 'AI'.

He further commented, "Considering AI as a miraculous instrument could potentially result in a serious unfairness. If AI is utilized due to negligence…then it's an incorrect approach. I must compete with ChatGPT and aim to surpass AI…"

The two leaders also discussed the drawbacks and limitations of AI during their conversation. "Microsoft is marking its 25th anniversary in India, and during my address to the team here in Hyderabad, I urged them to improve the precision of our AI models. For instance, Copilot makes suggestions, but we still have to scrutinize the final decision."

Gates proceeded to inquire, "AI presents a vast potential, but it comes with several hurdles. What is India's strategy to tackle this?" PM Modi acknowledged that everything isn't perfect with AI. For instance, deepfakes and incorrect information pose significant global problems. The Prime Minister also suggested steps to reduce its adverse effects. “If such a beneficial tool (AI) is handed to someone without adequate training, it could be misused,” he stated.

"The PM stated that we must begin by putting distinctive marks on content created by AI to prevent anyone from being misled. He emphasized that in a democracy such as India, deepfake usage is open to all. It's vital to recognize that deepfake material is created by AI. He also suggested the need to establish certain guidelines and limitations."

Bill Gates admitted the difficulties tied to AI, however, he displayed confidence in its capacity to bring about beneficial changes. He stated, “We're still in the initial stages of AI… It will accomplish tasks that appear difficult to you, but may struggle with tasks that you perceive as simple. Although AI presents a significant prospect, it encompasses a few obstacles."

Information and confidentiality.

Privacy and data concerns are significant problems that both Gates and PM Modi acknowledge. "In the current AI era, data carries immense value. However, it also raises issues about people's privacy. How do we strike a balance?" queried Gates.

"The Prime Minister emphasized the utmost importance of data security. He pointed out that although India already has a legal structure established, it's equally crucial for the public to be aware of it," the Prime Minister further stated.

He proceeded to illustrate how Digilocker in India has revolutionized systems. "Academic institutions now keep certificates and degrees on the cloud. It's not just a budget-friendly strategy, but also an effective one. Additionally, there used to be a strong emphasis on strict compliance standards. We pushed for a simpler approach, recommending that data be uploaded to the cloud using shared IDs, which would allow us to directly access the required information."

The Prime Minister also disclosed that although technology previously facilitated services, it now significantly contributes to simplifying the lives of Indian citizens.
