PM Modi assures Bill Gates that India will pioneer the 4th Industrial Revolution with AI as a significant factor

During a discussion with PM Modi, Bill Gates noted the constant enhancements and enrichment of India's Digital Public Infrastructure. PM Modi elaborated on the immense possibilities AI holds in India and how technology, in general, has improved the living standards of Indians.

During a discussion with Bill Gates about India's technology-driven transformation, Prime Minister Modi shared that India didn't progress much during the first and second industrial revolutions due to British colonization. Nevertheless, he is confident that India will compensate for this in the fourth industrial revolution.

In the past, during the initial two industrial revolutions, our progress was hindered as we were under colonial rule. However, as we currently navigate the fourth industrial revolution, digital technology is the central focus. I am assured that India stands to greatly benefit from this," stated the Prime Minister. He further emphasized that India possesses the capacity to be a frontrunner in this 4th revolution.

Prime Minister Modi illustrated the ways in which India has utilized artificial intelligence (AI) in various areas of government and social life. He made references to the 2023 G20 Summit and initiatives such as the NaMo App. He also mentioned how he has employed AI during the G20 summit for converting his speeches and addresses into different languages. He emphasized that technologies like ChatGPT should be harnessed for continuous self-improvement.

Gates praised the continuous enhancements and enrichment of India's Digital Public Infrastructure. He pointed out that many are aware of the identity (Aadhar) and digital payment systems (UPI) in place. He also highlighted how the government has digitized all its payment programmes, which not only saved money but also increased accessibility. Furthermore, he mentioned how India has expanded its digital scope to include areas like providing farmers with easy access to guidance and knowledge, maintaining health records, and offering children tutoring services. Gates noted that we're currently at a point where AI developments, built on top of these digital foundations, will further improve their value.

On a humorous note, Prime Minister Modi explained to Bill Gates how deeply ingrained AI is in India, to the point where even infants are engaged with it. "Sometimes, I quip that in our nation, we refer to our mother as 'Aai'. Now I suggest that when a baby is born, they utter 'Aai' as well as AI, indicating the advanced level of our children," he said.

He further stated, "Relying on AI as some sort of miraculous instrument could potentially cause serious unfairness. If AI becomes a crutch due to lethargy… then that is misguided. I should challenge myself against entities like ChatGPT and work hard to outperform AI…"

The leaders also discussed the drawbacks and limitations of AI during their conversation. "Microsoft is marking its 25th anniversary in India, and when speaking to the team here (in Hyderabad), I urged them to improve the precision of our AI models. Copilot, for instance, makes recommendations, but we still need to scrutinize the final decision."

Gates proceeded to question, "AI presents a vast potential, however, it also brings certain difficulties. What is India's strategy to tackle this?" PM Modi acknowledged that AI is not without its problems. Issues like deepfakes and disinformation are significant global concerns. In response, the Prime Minister suggested actions to lessen its adverse effects. He noted, "If such a beneficial tool (AI) is handed to someone lacking the necessary training, it is prone to misuse."

"The Prime Minister suggested initiating the use of distinct watermarks on content produced by artificial intelligence to avoid any deception. He emphasized that in a democratic nation such as India, the use of deepfake technology is accessible to everyone. It's important to understand that deepfake content is machine-created. Hence, we need to consider the necessary guidelines and restrictions," he remarked.

Bill Gates admitted the issues linked with AI, however, he conveyed a hopeful stance on its capacity for beneficial effects. He stated that we are still in the infancy stage of AI. It will accomplish tasks that appear difficult and then stumble on tasks that seem simple. Despite AI presenting an immense opportunity, it also brings along several challenges.

Information and confidentiality.

Issues surrounding data and privacy are significant and are acknowledged by both Gates and PM Modi. Gates highlighted the importance of data in today's AI-driven world and flagged the privacy concerns many people have, questioning how a balance can be achieved.

"The Prime Minister emphasized the utmost importance of data protection, stating that even though India has established legal measures for it, the public's awareness is just as critical."

He subsequently cited the transformation brought about by Digilocker in India. "Institutions of higher learning are currently saving diplomas and certificates on the cloud, an approach that is not only financially sensible but also efficient. Furthermore, there used to be a demand for strict adherence to regulations. We proposed simplification, advising that data should be stored on the cloud using shared identities, allowing us to retrieve necessary details directly."

The Prime Minister also disclosed that although technology once merely facilitated services, it now significantly contributes to improving the quality of life for the people of India.
